Professor Vicente C. Sinining is the Founder and Managing Director of
VCS Research Limited, an academic research and education consultancy established in Washington, D.C. in 1996 and officially registered with the Rwanda Development Board in 2018.
He currently serves as Publisher and Editor-in-Chief of The Voice, the official journal of VCS Research. In 2022, he launched
The Voice Online Journal to expand the organization’s publishing footprint.
He is also a Full Professor at the
University of Technology and Arts of Byumba (UTAB) in Rwanda, and an active external reviewer for several international scientific journals across Europe.
With a distinguished academic career spanning over three decades, Professor Sinining has taught in the Philippines, United States, Pacific Islands, Africa, and Eastern Europe. Since 1996, he has supervised numerous Master’s and PhD candidates and served as an external examiner for doctoral research across the Americas, Asia, and Europe. He has resided in Rwanda since 2016.
Previously, he held diplomatic accreditation at the United Nations in New York, serving as Counselor for Economic and Political Affairs for the Republic of the Marshall Islands and later as Senior Adviser to the Government of Nauru. He was also a designated scholar at Columbia University and a Senior Fellow of the United Nations Institute for Training and Research (UNITAR).
Prof. Sinining is a PhD research supervisor and external reviewer with Intake Group Limited, a Kigali-based education consultancy representing accredited universities offering both online and on-campus degree programs globally. Intake also operates as an official invigilation center for postgraduate students across East Africa.
He currently serves as the Designated Vice-Chancellor of the proposed Sina Gerard University in Nyirangarama. Since 2016, he has also been Managing Director of Light Publications Ltd., publisher of Light Magazine, one of Rwanda’s leading monthly magazines. Light Publications is duly registered with RMC, RGB, and RURA, and was founded by Mr. Ernest Nyetera, a former MBA student of Prof. Sinining.
He also serves as Senior Adviser to MNK Digital Group Ltd., a Rwandan tech company specializing in cooperative management software for local communities.
Throughout his academic leadership, Professor Sinining has held senior positions including Vice-Chancellor, University Principal, Vice President for Academic Affairs, Provost, Dean of Graduate School, and Professor of Education, Management, Leadership, and Research Methods. In Rwanda, he previously served as Vice-Chancellor at Mahatma Gandhi University Rwanda and later as University Coordinator at the Christian University of Rwanda.
He represents Leading Advisors Marketing USA in promoting international academic mobility, scholarships, and work-study opportunities across the USA, Europe, and Latin America. He also represents the Hotel, Tourism, and Marketing Association (HTMA Global), offering advanced research degrees and professional training through European institutions.
Prof. Sinining holds multiple degrees including a BS in Chemical Engineering (Philippines), BS in Computer Science, M.Ed., PhD in Education (USA), PhD in Management (Lithuania), and a Post-Doctorate in Management (Netherlands). He was recognized by Marquis Whos Who in 1994 as one of Outstanding Educators in the USA. Since 1996, he has been a postgraduate research supervisor and editorial board member for the international journal Cywilizacja i Polityka at the University of Gdansk, Poland.
He is a Certified Research Professor in Eastern Europe and a licensed Mathematics and Computer Science Teacher in both the United States and the Republic of the Marshall Islands.
A strong advocate for Cultural Diplomacy, Professor Sinining participated in the First White House Conference on Cultural Diplomacy in 2001, hosted by then First Lady Hillary Clinton and Secretary of State Madeleine Albright. He actively supports emerging musicians and served as Principal and Professor at the John Jay School of Diplomacy and International Affairs under the Euclid University Consortium.
Originally from the Philippines, Professor Sinining has made Rwanda his home since 2016.
