Articulating Ideas, Advancing Thought
The Voice was initially conceptualized in 2000 as the flagship online publication of VCS Research, a nonprofit education consultancy and research organization established in 1996 in Washington, D.C., USA. However, the project was placed on hold when Professor Vicente C. Sinining accepted a diplomatic post at the United Nations in New York while concurrently teaching at several universities in the Washington, D.C. metropolitan area.
In 2016, following his relocation to East Africa, Professor Sinining recommitted to academic writing while serving as Vice-Chancellor and Professor at Mahatma Gandhi University in Rwanda. During this period, he mentored Mr. Ernest Nyetera in launching the monthly publication The Light Magazine, helping to cultivate a new generation of media and academic communicators.
Even as he remained deeply involved in university leadership and postgraduate supervision, Professor Sinining continued to promote academic excellence, mentoring both Master’s and PhD students across a wide range of disciplines.
In 2022, he joined the University of Technology and Arts of Byumba (UTAB) as a Full Professor. That same year marked a pivotal milestone with the relaunch of The Voice, a revitalized online academic journal based in Rwanda and guided by the mission of "articulating ideas and advancing thought." This platform offers a dynamic space for scholars, educators, and students to publish research, share perspectives, and contribute to meaningful discourse with both regional depth and global reach.
Upholding values of editorial independence, academic rigor, and cultural inclusivity, The Voice remains committed to building a vibrant intellectual community. University students are especially encouraged to submit original academic papers, policy briefs, and research articles for publication.
In 2024, Professor Sinining joined Sina Gerard Enterprise Urwibutso and played a key role in assisting Dr. Sina Gerard in establishing Sina Gerard University, a new institution dedicated to innovation in education and research.
As part of its ongoing capacity-building initiatives, VCS Research will soon offer a specialized training workshop entitled “Writing Academic Papers for Publication.” Exceptional participants will have the opportunity to collaborate with Professor Sinining on current research projects. Selected contributors may also receive honoraria for their contributions.
